A quote from Kipling's Letters of Travel:
"In a heathen land the three things that are supposed to be the pillars of moderately decent government are regard for human life, justice, criminal and civil, as far as it lies in man to do justice, and good roads."
Russian roads are well known in the whole wide world for their 'quality'. We would not mention non-existent regard for human life in Putin's Land.
Just two examples of their justice.
1. A 14 -year old boy playing snowballs had his nose broken by a lieutenant-colonel of the Russian Army because a snowball struck colonel's car. Russian Police refused to prosecute because assault is no longer a crime in Russia. It was removed from the Russian pensl code last year.
2. A drunken motorist driving at 55 mph killed an18-year girl at a pedestrian crossing. It was hit and run. He got away eventually scot-free (2 years suspended sentence do not count) because he is "a respectable citizen of a good character and is a father of several small children". Oh, and he "compensated the damage caused".
