In theory this could be avoided. I know a guy who actually deleted aerial port from his TV and welcomed inspection ;)

If you have a computer and have BBC player on it you have to pay. Money's not an object: just 126 quid a year, but it's like the old Soviet -style TV in many aspects. Trying to brainwash you.

Yep, but you aren't obliged to declare that you have computer or smartphone. And they have no power to check.
